Kit Latura (Sylvester Stallone), a former Emergency Medical Services chief, who must lead a group of survivors trapped in a collapsed tunnel under the Hudson River in New York. The disaster begins when a group of criminals, while attempting to evade the police, crashes their vehicle into a truck carrying toxic waste. This causes a massive explosion, sealing both ends of the tunnel and trapping several people inside. With limited time, rising water levels, and dangerous gases, the survivors face life-threatening situations. Kit, who knows the tunnel system intimately from his days as a rescue worker, enters the tunnel through a dangerous ventilation shaft in an attempt to save them. Along the way, he faces various challenges, including structural collapses, explosions, and growing tension among the survivors. As Kit leads the group to safety, they endure several obstacles, including flooding and the fear of being trapped forever.
